Background of the Study

The COVID-19 pandemic exposed vulnerabilities in global and national healthcare systems, highlighting the need for strong pandemic preparedness policies. In Nigeria, pandemic preparedness includes early warning systems, stockpiling essential medical supplies, training healthcare workers, and establishing emergency response plans. Kano State, one of Nigeria’s most populous states, faced significant challenges during the COVID-19 pandemic, including overwhelmed hospitals, inadequate medical supplies, and misinformation.

Given the potential for future pandemics, evaluating the effectiveness of pandemic preparedness policies in Kano State is essential for building a more resilient healthcare system. This study aims to assess how these policies have strengthened or exposed weaknesses in the state’s healthcare system.

Statement of the Problem

Despite the presence of pandemic preparedness policies, Kano State experienced severe healthcare disruptions during the COVID-19 pandemic. Insufficient healthcare infrastructure, delayed response measures, and poor coordination between government agencies contributed to challenges in managing the crisis. These gaps raise concerns about the state’s ability to handle future pandemics effectively.

This study seeks to examine the effectiveness of pandemic preparedness policies in strengthening healthcare system resilience in Kano State, identifying key challenges and proposing strategies for improvement.

Objectives of the Study

  1. To evaluate the impact of pandemic preparedness policies on healthcare system resilience in Kano State.

  2. To identify challenges affecting the implementation of pandemic preparedness measures.

  3. To recommend strategies for improving pandemic preparedness and healthcare system resilience.

Research Questions

  1. How have pandemic preparedness policies influenced healthcare system resilience in Kano State?

  2. What challenges hinder the effective implementation of pandemic preparedness policies?

  3. What strategies can improve pandemic preparedness and healthcare resilience in Kano State?

Research Hypotheses

  1. Pandemic preparedness policies have significantly strengthened healthcare system resilience in Kano State.

  2. Insufficient healthcare infrastructure and weak policy implementation hinder effective pandemic response.

  3. Improved coordination, resource allocation, and training will enhance pandemic preparedness.

Scope and Limitations of the Study

This study will focus on pandemic preparedness policies in Kano State, evaluating their effectiveness in building a resilient healthcare system. Limitations may include restricted access to government reports and reluctance of officials to disclose critical information.
